Cuenta atrás para el lanzamiento de la segunda convocatoria de proyectos Interreg Sudoe

Las autoridades del programa Interreg Sudoe han finalizado los detalles del texto oficial para anunciar la apertura de la segunda convocatoria de proyectos.

Esta segunda convocatoria de proyectos estará abierta desde el 26 de febrero hasta el 31 de mayo para tres prioridades específicas del programa, con un presupuesto FEDER de 53,7 millones de euros.

Concretamente, la convocatoria estará abierta para las siguientes temáticas y Objetivos Específicos (OE):

1. Preservar el capital natural reforzar la adaptación al cambio climático en el Sudoe

• OE 2.4 Favorecer la adaptación al cambio climático y la prevención del riesgo de catástrofes, así como la resilencia, teniendo en cuenta los enfoques basados en los ecosistemas
• OE 2.5 Promover el acceso al agua y una gestión hídrica sostenible.
• OE 2.7 Incrementar la protección y la conservación de la naturaleza, la biodiversidad y las infraestructuras verdes, también en las zonas urbanas, y reducir toda forma de contaminación.

2. Promover la cohesión social y el equilibrio territorial y demográfico en el SUDOE mediante la innovación y la transformación de los sectores productivos

• OE 1.1 Desarrollar y mejorar las capacidades de investigación e innovación y asimilar tecnologías avanzadas.
• OE 1.4 Desarrollar capacidades para la especialización inteligente, la transición industrial y el emprendimiento.

3. Promover la cohesión social y el equilibrio territorial y demográfico en el SUDOE a través de la innovación social, la valorización del patrimonio y los servicios

• OE 4.1 Mejorar la eficacia y el carácter inclusivo de los mercados de trabajo, así como el acceso a un empleo de calidad, mediante el desarrollo de las infraestructuras sociales y la promoción de la economía social
• OE 4.5 Velar por la igualdad de acceso a la asistencia sanitaria y reforzar la resiliencia de los sistemas sanitarios, en particular la atención primaria, así como fomentar la transición de la asistencia institucional a la asistencia en los ámbitos familiar y local
• OS 4.6 Potenciar el papel de la cultura y el turismo sostenible en el desarrollo económico, la inclusión social y la innovación social

Continuidad de las condiciones

El texto de la convocatoria de proyectos especificará todas las condiciones de admisibilidad, de elegibilidad y selección. No habrá cambios importantes en estas condiciones con respecto a las existentes en el momento de la primera convocatoria. La presentación de candidaturas también seguirá los mismos procedimientos, a través de dos fases competitivas.

Apertura del OE 4.1

La principal novedad viene marcada por la apetura de un nuevo OE que pretende mejorar la eficiencia y la incluisividad de los mercados de trabajo y el acceso a empleos de calidad mediante el desarrollo de infraestructuras sociales y el fomento de la economía social, con el fin de que las zonas rurales sean más atractivas y puedan retener mejor a la población.

Escuchando las necesidades de los actores

Para responder mejor a las necesidades de los potenciales beneficiarios de este eje de cooperación, las autoridades del programa han lanzado una encuesta para conocer sus necesidades. Será un webinario sobre el sector social y la economía social y solidaria organizado para el 6 de marzo de 10:00 a 13:00 horas. El programa y el formulario de inscripción estarán disponibles a finales del mes de febrero.

Otras actividades de apoyo e información relacionadas con la convocatoria de proyectos

Al igual que ocurrió en la primera convocatoria, la Secretaría Conjunta pondrá a su disposición una serie de actividades para guiarle en el montaje de su candidatura.

Podrá asistir a diferentes webinarios, entrevistas bilaterales y un seminario presencial en Santander programado entre el 16 y 18 de abril (fecha aún por confirmar).

The Interreg Sudoe programme authorities have finalised the details of the official text to announce the opening of the second call for projects.

This second call for projects will be open from 26 February to 31 May for three specific priorities of the programme, with an ERDF budget of 53.7 million euros.

Specifically, the call will be open for the following themes and Specific Objectives (SOs):

1. Preserving natural capital strengthening adaptation to climate change in the South-east 

• SO 2.4 Promote climate change adaptation and disaster risk prevention and resilience, taking into account ecosystem-based approaches
• SO 2.5 Promote access to water and sustainable water management.
• SO 2.7 Increase protection and conservation of nature, biodiversity and green infrastructure, including in urban areas, and reduce all forms of pollution.

2. Promote social cohesion and territorial and demographic balance in the SUDOE through innovation and the transformation of the productive sectors.

• SO 1.1 Develop and improve research and innovation capacities and assimilate advanced technologies.
• SO 1.4 Develop capacities for smart specialisation, industrial transition and entrepreneurship.

3. Promote social cohesion and territorial and demographic balance in the SUDOE through social innovation, the enhancement of heritage and services.

• SO 4.1 Improve the efficiency and inclusiveness of labour markets and access to quality employment by developing social infrastructure and promoting the social economy.
• SO 4.5 Ensure equal access to health care and strengthen the resilience of health systems, in particular primary health care, and promote the transition from institutional care to care at family and local levels.
• OS 4.6 Enhancing the role of culture and sustainable tourism in economic development, social inclusion and social innovation

Continuity of conditions

The text of the call for projects shall specify all eligibility, eligibility and selection conditions. There will be no major changes to these conditions compared to those existing at the time of the first call. The submission of applications will also follow the same procedures, through two competitive phases.

Opening of SO 4.1

The main novelty is marked by the launch of a new EO that aims to improve the efficiency and inclusiveness of labour markets and access to quality jobs by developing social infrastructures and promoting the social economy, in order to make rural areas more attractive and better able to retain the population.

Listening to the needs of stakeholders

In order to better respond to the needs of the potential beneficiaries of this cooperation axis, the programme authorities have launched a survey to find out their needs. A webinar on the social sector and the social and solidarity economy will be held on 6 March from 10:00 to 13:00. The programme and registration form will be available at the end of February.
